Clock time is a political convention: a whole timezone shares one clock even though the sun reaches each longitude at a different moment. The pillars are built on where the sun actually was, so the clock reading has to be converted first. The correction is 4 minutes for every degree of longitude away from the centre of your timezone, plus the equation of time, which is the wobble between sundial and clock across the year. In a wide timezone the total can pass 40 minutes, which is enough to move an hour pillar and, near midnight, a day pillar.

The city gives two things the country cannot: the longitude the solar correction is calculated from, and the historical timezone that applied on your birth date, including daylight saving rules that have since been repealed. Both change the answer.

Choose the nearest listed city. The only thing the place contributes is longitude and timezone, and longitude is worth 4 minutes of correction per degree, so anywhere inside about 50 kilometres moves the result by under 2 minutes. If your town sits on a timezone border, pick a city on your own side of it.

The hour pillar is left out rather than guessed, and the result says so plainly instead of quietly filling it in. The other three pillars are computed from a midday anchor, which is the furthest point from both the day boundary and the 23:00 hour line, so an unknown time cannot flip them.
