No. It reads the character of your relationship to a base: whether you tend to put down roots, how much a settled place matters to the way you operate, and how assets tend to be held. Ownership is a financial event, and a chart is not a source on those.
Is this the same as the wealth palace?
No, and the distinction is useful. 財帛 reads money in motion, how it is earned and moved; 田宅 reads what is held and does not move. A chart can be busy in one and quiet in the other, and that contrast is often the more interesting finding.
